Heat olive oil in a large skillet over medium heat. Add onions and bell pepper and sauté until soft, about 5 minutes.
Stir in shaved beef and cook until browned, about 3–4 minutes.
Add garlic, Worcestershire sauce, salt, and pepper. Cook for 1 more minute.
Stir in the beef broth and bring to a simmer. Add the tortellini and cook according to package instructions, usually 4–5 minutes.
Reduce heat to low and stir in the heavy cream. Let it simmer for 2 minutes.
Add shredded provolone and stir until melted and creamy.
Garnish with chopped parsley and serve hot.
