Cook pasta according to package instructions. Drain and set aside.
Heat olive oil in a large skillet over medium heat. Add shrimp, season with salt and pepper, and cook until pink, about 2 minutes per side. Remove and set aside.
In the same skillet, melt butter and add garlic. Sauté until fragrant.
Pour in chicken broth and heavy cream, stirring well. Bring to a simmer.
Add Parmesan cheese and red pepper flakes, stirring until the sauce thickens.
Return shrimp to the pan and mix with the sauce.
Toss in cooked pasta, stirring to coat evenly.
Garnish with fresh parsley and serve immediately.
