Preheat the oven to 375°F (190°C).
In a skillet over medium heat, cook the ground beef and onion until the beef is browned and the onion is soft. Drain any excess fat.
Add the minced garlic and cook for another minute until fragrant.
Stir in the cream of mushroom soup, milk, salt, pepper, paprika, and garlic powder. Mix well.
Transfer the beef mixture to a greased 9x13-inch baking dish.
Sprinkle half of the shredded cheddar cheese over the beef mixture.
Arrange the frozen tater tots evenly on top.
Bake for 30 minutes until the tater tots are golden brown.
Sprinkle the remaining cheddar cheese on top and bake for another 5 minutes until melted.
Remove from oven and let it cool for a few minutes before serving.
