In a large bowl, mix flour, sugar, instant yeast, and salt.
Add warm milk, warm water, melted butter, and egg. Mix until a dough forms.
Knead for 6–8 minutes until smooth. Cover and let rise for 1 hour or until doubled.
Mix softened butter, garlic, and parsley for the filling.
Roll dough into a rectangle, spread filling evenly over it.
Roll up the dough tightly and slice into 12 even pieces.
Place rolls into a greased baking dish. Let rise again for 30 minutes.
Preheat oven to 375°F (190°C). Bake for 20–25 minutes until golden brown.
Brush with extra butter if desired. Serve warm.
