Heat a large skillet over medium heat and add the sesame oil.
Once hot, add minced garlic and grated ginger. Stir until fragrant, about 30 seconds.
Add the ground beef and cook until browned, breaking it apart as it cooks.
Drain any excess fat, then stir in the soy sauce, brown sugar, and red pepper flakes.
Simmer for 2–3 minutes, allowing the beef to soak up the sauce.
Serve over cooked rice, and top with chopped green onions and sesame seeds.
