Stir in soy sauce, brown sugar or honey, sesame oil, and red pepper flakes. Simmer for 3 to 4 minutes until the sauce thickens slightly.
Spoon the beef mixture over bowls of rice. Top with green onions, sesame seeds, and steamed vegetables.
