In a large pot, cook the ground beef over medium heat until browned. Drain excess fat.
Add diced onion and garlic, cooking until fragrant and softened.
Stir in the tomato sauce, diced tomatoes, beef broth, heavy cream, Italian seasoning, salt, and pepper.
Bring to a simmer, then add the uncooked pasta. Stir well and cover.
Cook for about 15 minutes, stirring occasionally, until the pasta is tender.
Remove from heat and stir in grated Parmesan cheese.
Garnish with fresh parsley and serve hot.
