In a bowl, mix soy sauce and cornstarch. Add sliced steak and let marinate for 10 minutes.
Heat oil in a pan over medium-high heat. Sear the steak in batches until browned, then remove from the pan.
In the same pan, sauté bell peppers, onion, and garlic until slightly tender.
Return the steak to the pan. Add beef broth, oyster sauce, brown sugar, and black pepper. Stir well.
Let simmer for 2-3 minutes until sauce thickens.
Drizzle with sesame oil and serve over cooked rice.
