Whisk together honey, soy sauce, garlic, rice vinegar, sesame oil, and black pepper in a small bowl.
Place salmon fillets in the slow cooker.
Pour the honey garlic sauce over the salmon.
Cover and cook on low for 1.5 to 2 hours, until salmon flakes easily with a fork.
Carefully remove salmon and drizzle with sauce from the slow cooker.
Garnish with sesame seeds and chopped green onions before serving.
